Frequently Asked Questions
General
What is an Authorised Automotive Treatment Facility?
An Authorised Automotive Treatment Facility (AATF) is an End-Of-Life Vehicle recycling centre that dispose of vehicles in compliance with the Malaysian Department of Environment (DOE)'s guidelines.
Car Medic is proud to be a licensed AATF recognised by the Department of Environment of Malaysia.
What is an End-of-Life Vehicle?
Vehicles that have been damaged due to accident, fire, flood, or are otherwise beyond economical repair are generally considered End-of-Life Vehicles (ELVs).
There is no strict or universal definition of when a vehicle becomes an ELV. In practice, a vehicle is classified as an ELV when the owner decides that it is no longer suitable or economical to repair and chooses to dispose of it.
Once a vehicle reaches this stage, it should be treated as an end-of-life vehicle and recycled responsibly. ELVs must be processed at authorised automotive treatment facilities to ensure proper handling, safe dismantling, and environmentally responsible recycling of materials.
Why should I dispose my car at an AATF?
It is crucial that vehicular waste is disposed of and handled in professional methods that are authorized by the Department of Environment of Malaysia.
If scrap vehicles are not managed correctly, they can cause harmful pollution to our environment.
Car Medic provides you with simple solutions to dispose of your vehicle in a way that is legal and as environmentally friendly as possible.
Can I scrap my car if I have outstanding payments?
No, any car that has outstanding loan or finance payments would still belong to the respective financial lenders.
All outstanding loans will have to be paid before the deregistration process can take place.
We advise clients to resolve any outstanding loans before going to the nearest JPJ branch to deregister your car.
Can anyone scrap my car without my permission?
Cars will only be scrapped once they have been officially deregistered. As such, your vehicle cannot be scrapped without your consent, unless you have provided explicit authorisation for someone to act on your behalf.
If you would like a representative to handle the process for you, we can provide a standard authorisation letter template to ensure a smooth and hassle-free experience. Simply reach out to us, and we will be happy to share the template.
The completed letter can then be submitted together with your vehicle scrapping application form.
Can I scrap my car if it's in burnt or poor condition?
We accept all types of vehicles regardless of condition, even those that are no longer functional or have been reduced to an empty shell.
We accept vehicles that are:
- Accident-damaged
- Fire-damaged
- Flood-damaged
- Empty shell
- All other conditions
As long as the vehicle has been officially deregistered, we will be able to assist you with the scrapping process.
What can't be in the car when I scrap it?
The scrapping process involves heavy and precise use of machinery. Hence, the items below are prohibited within the vehicle to ensure the overall safety of faculty:
- Drugs and controlled substances
- Alcohol
- Firearms and ammunition
- Weapons of any kind
- Flammable materials

Can Car Medic collect my car if it's unclean?

Documents
What are the documents needed for vehicle disposal at Car Medic?
- Surat Pembatalan Hak Milik Kenderaan issued by JPJ. To obtain this document, go to your nearest JPJ branch.
- Authorisation Letter to Tow and Dispose Vehicle
- Copy of vehicle owner’s IC (Identification Card)
- Copy of Vehicle Registration Card
- Car Loan Settlement Release Letter
What is a Certficate of Destruction (CoD)?
The Certificate of Destruction (CoD) is an important document that confirms:
- Your vehicle has reached the end of its useful life and has become a scrap vehicle
- It has been disposed of properly in an environmentally responsible manner
- It is no longer permitted to be used on the road
This helps prevent potential risks such as summons, vehicle cloning, or criminal misuse where a vehicle’s identity may be illegally used by others.
The CoD serves as official confirmation that the vehicle has been fully and properly processed by an Authorised Automotive Treatment Facility (AATF). It also acts as a record of assurance for vehicle owners who choose a safe and environmentally responsible way to dispose of their cars.
Only authorised AATFs are legally permitted to issue Certificates of Destruction for scrap vehicles. At Car Medic, we ensure that every scrapped vehicle is properly documented and recorded in accordance with regulatory requirements.
Do I need to deregister my car at JPJ if I want to scrap my car?
Yes, it is important to inform the Jabatan Pengangkutan Jalan (JPJ) when you scrap your car, as you may still be held liable for any ongoing charges or obligations related to the vehicle if it is not properly deregistered.
In fact, deregistering your vehicle with JPJ is the first step in the scrapping process. See How It Works here.
If you are still unsure about the process, do not worry. Simply submit an enquiry and we will assist you.
What happens if I don’t deregister my car at JPJ before scrapping it?
It is important to inform Jabatan Pengangkutan Jalan (JPJ) if you wish to cancel your ownership and deregister your vehicle before proceeding with scrapping.
Failing to properly deregister your vehicle may result in more serious consequences than a simple fine. For example, you could be exposed to risks such as vehicle cloning or criminal misuse, where your vehicle registration number is illegally used by others.

Disposal Process
What is the scrap process like (SW422)?
When your scrap vehicle is sent to an Automotive Treatment Facility (AATF), it will undergo a series of depollution and dismantling processes in compliance with the guidelines set by the Department of Environment (DOE), Malaysia.
Once the official paperwork for scrapping has been completed, our recycling team at the AATF will begin the depollution process. This step ensures that all hazardous substances are safely removed from the vehicle, allowing it to be dismantled without posing any environmental or safety risks.
During depollution, the following items are removed:
- Fuel
- Car battery
- Oils (including gearbox, engine, transmission, hydraulic, and lubricating oils)
- Refrigerants (CFC and HCFC gases)
- Coolant
- Oil filters
- Wheels and tyres
- Components containing explosive materials (such as airbags and seatbelt tensioners)
Once all fluids and hazardous materials have been safely extracted, the vehicle will proceed to the dismantling stage, which is an equally important part of the responsible recycling process.
Although end-of-life vehicles are no longer roadworthy, many components can still be reused or recycled. During dismantling, our specialists carefully remove parts that remain in good working condition. These reusable components, known as green parts, are inspected, catalogued, and prepared for future reuse.
Throughout both the depollution and dismantling processes, every vehicle and material extracted is thoroughly inspected to ensure operator safety and product quality. All removed substances and components are handled and stored in accordance with DOE regulations and our continuously improved operational standards.
At the final stage, the remaining vehicle shell is processed and separated into materials such as plastics, fibre, and metals for full recycling. Any hazardous or scheduled waste is then transferred to DOE-licensed facilities for proper treatment, disposal, or recovery.
At Car Medic AATF, every step of the process is carefully monitored, ensuring that your vehicle is recycled safely, responsibly, and with full environmental compliance.
Why should we dispose of our cars at AATF?
It is important that scrap vehicles are disposed of through proper methods that minimise environmental pollution risks, as vehicles may contain various potentially harmful substances.
Recycling through an Authorised Automotive Treatment Facility (AATF) is the correct and responsible way to dispose of abandoned or end-of-life vehicles (ELVs).
Car Medic is a licensed facility approved by the Department of Environment (DOE), Malaysia, to carry out vehicle disposal in an environmentally responsible and compliant manner.
As an AATF, we also issue a Certificate of Destruction (CoD), an important official document that confirms the complete and proper destruction of a vehicle at our facility.
What are some hazardous substances & parts found in vehicles?
- Fuel
- Car battery
- Oils (including gearbox, engine, transmission, hydraulic, and lubricating oils)
- Refrigerants (CFC and HCFC gases)
- Coolant
- Oil filters
- Wheels and tyres
- Components containing explosive materials (such as airbags and seatbelt tensioners)
What does Car Medic do with the extracted waste materials?
Scrap vehicles and all scheduled waste extracted from them must be managed in compliance with the guidelines set by the Department of Environment (DOE), Malaysia.
As a DOE-licensed Authorised Automotive Treatment Facility (AATF), Car Medic holds the relevant waste carrier licence that permits us to manage scheduled wastes in accordance with regulatory requirements.
To ensure proper tracking and compliance, all licensed waste handlers utilise an online system known as eSWIS (Electronic Scheduled Waste Information System). This platform monitors the movement of scheduled waste electronically from waste generators to waste collectors and treatment facilities.
In accordance with the DOE guidelines and the requirements under Regulation 8, Regulation 9, and Regulation 10 of the Environmental Quality (Scheduled Wastes) Regulations 2005, our waste management practices include, but are not limited to:
- Properly packaging, labelling, and storing scheduled waste according to its characteristics in a manner suitable for safe handling, storage, and transportation
- Storing waste in designated areas that are regularly maintained and designed in compliance with DOE requirements
- Ensuring all scheduled wastes are delivered to and received by licensed premises for treatment, disposal, or recovery of materials or products
- Ensuring scheduled waste is not stored at our premises for more than 180 days and does not exceed 20 metric tonnes
As an AATF, Car Medic strives to meet and maintain these standards, ensuring that our practices are proper and legally compliant to scrap vehicles and manage ELVs responsibly.
